Upon graduation from James Madison University, Mr. Deutsch became a Special Assistant to the Director of the New Jersey Division of Motor Vehicles. He interacted with law enforcement agencies regarding traffic safety and was responsible for writing and securing passage of the first comprehensive law dealing with motorized bicycles (mopeds). The law required riders to wear helmets and have their mopeds registered. Additionally, Mr. Deutsch was appointed by the former New Jersey Governor Thomas Kean to be the Executive Assistant to the Governor's Committee on the Office of Administrative Law. 

 

Mr. Deutsch left state government in September 1984 to attend Seton Hall School of Law. After graduation, Mr. Deutsch joined the Union County Prosecutors Office, Union County New Jersey and in December 1987, was sworn in as an Assistant County Prosecutor.  During his tenure he served in the Appellate, Family Court, Trial, and Pre-Disposition Units. Additionally, while assigned to the Special Prosecutions Unit, he supervised an undercover investigation regarding the illegal dumping of solid waste at the Union County Solid Waste Transfer Station. The investigation culminated in the arrest of seven solid waste hauling companies and nine individuals. A trustee was appointed by the Union County Assignment Judge to oversee the operation of the companies, as recommended by Mr. Deutsch. This was the first time a trustee was appointed on the state or federal level in conjunction with a criminal investigation. Furthermore, Mr. Deutsch also acted as the "Legal Advisor" to the Waterfront Commission of New York Harbor, in his capacity as an Assistant County Prosecutor. 

 

In March 1999, Mr. Deutsch resigned as an Assistant County Prosecutor and joined the staff of the Waterfront Commission of New York Harbor (Commission).  Mr. Deutsch first served as the Deputy Director of Licensing and Employment Information Centers and thereafter the Director. He supervised a staff who were responsible for conducting criminal background checks and interviews on all individuals involved with the direct and indirect movement of waterborne freight within the Port of New York (Approx. 600 individuals and 70 companies). Within days after the September 11, 2001 terrorist attacks, he implemented a state of the art photo identification system to identify all individuals licensed by the Commission to ensure only properly licensed workers had access to vessels and strategic areas within the Port of New York. He was also responsible for the first complete revision of regulations since the Commission's inception in 1953 by updating regulations and training requirements for all security officers licensed by the Commission. 

 

In July of 2003, at the request of New Jersey Governor James McGreevey, Mr. Deutsch was appointed General Counsel of the Commission, the chief legal officer for the Commission. In that capacity, he advised the executive director and the two commissioners on all legal matters pertaining to the Commission and represented the Commission in state and federal courts on all legal issues. Mr. Deutsch wrote and successfully lobbied before the New York and New Jersey legislatures for amendments to the Waterfront Commission Compact that significantly improved the Waterfront Commission Act and barring individuals and/or companies that "associate with members of organized crime, terroristic groups, or criminal cartels". 

 

Mr. Deutsch left the Commission in 2008 and entered into his solo practice. Since that time, he has given legal counsel to the New York Shipping Association and advised companies and individuals who fall under the jurisdiction of the Commission.

Mr. Deutsch is available to advise other attorneys with cases before the Commission or Mr. Deutsch will act as cousel, himself ,for those individuals requested to appear before the Commission.  That request may come via letter or subpoena.
